You have so far set up the server that only you can use it. The whole point you decided to make a Minecraft server was so that you and other people could play Minecraft on the same world and interact with each other. It would be boring for you to play all alone so I will show the steps to allow others to join your Minecraft server.
1. You first need to open CMD by pressing windows key + R, and then typing "cmd".

2. Now that CMD has opened, you can type "ipconfig", and hit the enter key. A screen should appear with lots of numbers, letters and information about your internet connection.
3. Copy the number from Default Gateway. It should be something along the lines of 192.168.0.1
4. Open the web browser that you prefer, and copy the number down into the URL address line.
5. Log in to your internet router.
6. Click on the advanced settings button to access the section port forwarding. Click on add new and enter "25565" for the port number
7. Open CMD again by pressing Windows key + R and entering "cmd". Find your IPv4 Address and use that address as your IP address.

9. You can invite people to join your server by giving them the public IP address, followed by ":25565". It should look something like this: "PublicIP.25565"
You and your friends can now play and interact in the same Minecraft world. You may not have the IP address that you wanted, but it is possible to have an address like "us.mineplex.com" which costs money and is more difficult.
